Stratus Transponder Key

Is it required to have (2) existing keys to program a 3rd key?
I only have one existing key. Is there a way to do this cheaper or easier?
Dealer wants $75 for key and programing.

yes it is required too have 2 keys,dealer has to program 2nd key after you have 2nd key, you can do yourself(my dealer charged 110 dollars 4 years ago)can find keys on ebay for about 10 dollars
