Default 1998 Dodge Stratus (2.4L DOHC) IC issue.

Yesterday my friends '98 dodge stratus started doing something very strange.

The Tachometer is moving backwards. What I mean is when the car is off, the needle on the Tach is all the way to the right in the RED. when the car is started, the tach moves to the left (from 7K to 6K) while its idling. when you push the gas, the needle moves down further as the engine revs then back to 6 when its idling again.

Does anyone have any idea as to what may be causing this and how to diagnose/fix it?

Did your friend have his car boosted off or did he boost someone else off lately? Take the cluster out and move it around until the needle falls down to 0. Put it back in then report back.
