Typically, there is a nut at the bottom of the wiper arm that holds the arm to the splined shaft. On newer cars, the nut is often covered by a plastic shield. Remove the nut, carefully remove the arm by lifting it upwards off of the splined shaft, reposition the arm 1 or 2 splines, and re-install.
EDIT: The reason I said to remove the arm carefully is because the arm is spring loaded (to hold the wiper blade against the windshield tightly). Sometimes they get pretty well stuck on the shaft and you just need to be careful so that you don't break the windshield.
