It's actually 2nd gear you're stuck in. It's called "Limp Home Mode". p0700 is the trouble code for transmission. You'll need an advanced scanner to determine what the trans codes are.

Troubleshoot by checking your trans fluid and look for obvious leaks around the trans solenoid on top of the transmission.
