2002 Stratus R/T Coupe Fuel Gauge

So I'm new to Stratuses, but for some reason the fuel gauge needle seems to be stuck. When I turn it off, the needle stays where it was before, and doesn't show a decrease in fuel. The tank has shown "full" after driving for two days.
When I took the cluster out, I looked at the needle and moved it around a bit and it was relatively "sticky" or difficult to move. After resetting it manually (placing the needle at the bottommost part of the gauge), and turning the key to on (when the fuel pump primes), the needle moved very very slowly to the correct position, and stayed there after I turned off the car.
My question is, is this the default behaviour? Is anyone else having this issue?
