Default Very Very Slow Crank, Car Won't Start With New Battery

Hello all, I am a long time visitor but first time poster. My 2004 Dodge Stratus 2.4 was running fine yesterday. Today I went to start the car but it is not starting. The car is cranking very very slowly, I can see the serpintine belt turning very slowly as well. while cranking my RPM is barely hitting 200 The noise coming from the starter sounds strong if that makes any sense. I had a new battery and alternator installed just a few weeks ago. I have also tried using jumper cables just to ensure the problem isnt my battery, but NO LUCK My first thought is to replace the starter....but I am no mechanic. Any help is greatly appreciated. I did take a short video clip, but the site says invalid file when I try to upload.

have you checked battery voltage,check the cables(no corrosion clean tight) and connections from battery to starter ,ground connection from battery to frame,voltage at starter between battery for resistance
