Default open loop vs. closed loop

At what point does the computer go from reading all the sensors (o2, etc.) to running on predetermined maps?

I am having trouble with a dealership and they want to change the 02 sensors because they aer bad. I didn't want them to change them and they did anyway becasue they said it would not pass emmisions without them.

I disagree. The predetermined maps that are used when the computer reads the o2 sensor as bad should be sufficient to pass the test.

To reiterate, I would like to know when the computer reads the sensors and when it does not. I believe that it reads them only during partial throttle applications.
