92 Dynasty Power steering locks up 1x per turn
[align=left]My neighbor has a '92 Dynasty with the 3.3L V6. The steering wheel locks up at about the 9:00 position once per turn to the left. Turning right feels completely normal, and turning left also feels normal except for the lock. You can force the wheel past the lock, but if you keep turning to the left it hits the lock at the 9:00 position again.
Checked the power steering fluid level, she had overfilled it, but it's definitely full.
I watched the belt to make sure it isn't slipping, it's definitely not.
I assume the pump is developing pressure, since the steering feels like it has assist except for when it locks.
I turned the engine off to see how the steering felt without the pump running. It's hard to turn (of course), but there's no lock, and I can't really hear any mechanical clicks or clanks that would suggest that something was mechanically getting stuck.
I assume that the rack and pinion needs to replaced, but I'm not sure if there's another valve or something in the system. Does anybody know?
The only parts the parts store lists for the Dynasty are the pump, hoses, filter, and the rack, but I just wanted to make sure there isn't some other part in the system I'm missing. Ideas?

My first inclination is a buggered gear in the rack unit, but since it only does it to the left and everytime you hit a specific place I'm not so sure without hands-on. The 2 things I would investigate first are checking that its not the ignition lock causing the problem and check that the steering column is free of obstructions all the way down (interior and under the hood). Beyond those two things I would say the rack, but I'm hate suggestion parts replacement (especially for a part over $50) without first confirming the cause.
