Default fuses

I was checking my fuses to find the fuse that controls my brake lights i have a 1999 2.0 liter stratus 5 spd. I tried all the accesories attached to that fuse and they all work. After i took the fuse out to inspect it, i put it back in, and it started to spark slightly is that normal? usually when i re-insert the fuses, they don't spark. Im also wondering if the problem could be the switch on the brakes that triggers the brake lights, because its rare to have all three brake lights out. I checked my tailights, and they work any suggestions?

sparking means that current is flowing, ie something is on. years ago chrysler put the tail lights and the dash lights on the same fuse, but i dont know about now days.
