1996 intrepid scanner will not communicate with computer

I have a 1996 dodge intrepid. We went to have it inspected and the inspection machine would not communicate with it. We tried a hand held scanner and it would not communicate with it either. We checked all fuses under the hood and inside the car. None were blown. I dont think any were missing?? The check engine light comes on like it should then goes out when the car starts. The car seems to run good and the trans shifts good.
There had been a problem with the trans not shifting out of second. As far as I know that was the computer limp mode. The transmission was swapped out and as far as I know that was all that was done.
Any info about this problem would be a big help. thanks

hmm usually when that happens theres a fuse blown or a wire somewhere grounding out. double check your fuses just to be sure and then follow the wires from the dlc (data link connector) and check them out, maybe over time one of them got pinched or something.
