Default 93 dodge spirit V6 accelerator problems

My 93 dodge spirit v6 automatic will not let me press the pedal to the floor. The pedal gets about half way and then it just won't move any further. Originally I thought it was the cable that runs to the engine, but when I pulled it from the other end it ran smoothly. I think the problem is where the throttle and gear shift lever meet at the transmission. For some reason in this car it seems as though the two come out of the transmission in the same spot. two shafts, an inner one and an outer one, (i think the inner one is the throttle, but i can't remember now). It seems as though the inner shaft has rusted to the outer one and thus not letting the gas pedal to move. The manual doesn't say anything about this. Have you seen this problem before? Are these two different shafts? Can I just pry them apart somehow?
