Your 1999 Dodge Ram wouldn't gain anything using a throttle body spacer.
There have been some tests done showing a loss of power.
Save the money and get a cold air intake, exhaust, etc. etc.

Sorry but I gotta call you out on that one. Your mind made you THINK you felt a change, but you really didn't. Even if they did add horsepower (which they don't on our truck because of the design of the factory intake manifold), lets justbe kind and say 10HP. By the time you calculate in losses from drivetrain, the number at the wheel would be so low (+-3HP) You cannot notice that low of an increase. Only a dyno would be able to notice the difference.
I have a helix power tower on my 2001 V-10, and I havne't noticed anything. I got it for free, and just installed it for something to do. I have a K&N, and some other mods, but my engine is still a gas pig with plenty of ponies and torque stock. The only was I'll ever get more power, better mileage, and better performance is to buy a new truck, but I just can't part with her.
