Power Window Regulator

This is on a 2002 Dakota SLT Quad Cab 4.7L 4wd
Did this plastic piece break off of the Power Window Regulator?
It certainly looks like a cable holder/slide of some type.
I can't get the window to drop down, one of the cables keeps tightening
and binding the window.
I was thinking I can just cut the cable and then the window will come down,
but before I go tearing and ripping I want to make sure.
I can't find a good enough pic ofa regulator.
Their was ice on the window and without thinking, I tried to open the window and just heard a cracking noise.
Then this piece was laying at the bottom of the door.

It was the power window regulator. The cables were bound up tight, I taped the window up in position and I just cut the cableswith bolt cutters. I swapped it out in less than 1/2 an hourincluding all the door panel rods and screws.
It was pretty easy.I bought a new regulator at mylocal Advance Auto for $99.
