I think they were locked, I turned them as far as they would go. Counter clockwise, right? At least that's what the arrow on the one hub says. The other hub is different and not labeled.

Well, I took the cover off and a spider gear fell out... and no gear lube. Then I noticed the broken u joint looking thing inside the case. Then I saw the hole in the bottom what was covered in mud and grease from the outside. The broken hub was stuck on lock, which apparently caused the front end to blow up. I'm looking for another D30 now, or hopefully I can find a D44 that has already been modified to fit a CJ

 

Got some new axles. Scored a D30/AMC20 complete from disk to disk and drum to drum with Warn hubs, leaf springs, steering components, wheels and tires for $200. Hopefully I'll have them in within a few months. I've gotta blast them down to bare metal, POR-15 them, replace all the axle seals and grease seals, change the dope, put in new ball joints and u joints, and replace all the suspension bushings. Then I'm gonna blast the front part of the frame down to bare metal and POR-15 it too.
