'93 Shadow - What should I really expect?

I recently calculated the fuel mileage I'm getting in town with my '93 Shadow (Keeping in mind that its winter and in Newfoundland) and I'm hitting about 16mpg. Should I be getting much better? I've attempted to replace the O2 sensor, but I can't get the old one out, it's seized too badly and I do not want to try and replace the exhaust manifold. Are there any aftermarket parts I could drop in there to improve fuel economy?

I use this in all my cars and I shatter the window sticker ratings. Use 93 octane fuel and semi-synthetic oil. My 87 Civic with 123k on the clock was rated at 30 mpg city and 35 hwy, I'm getting 42-45 city and 48-51 hwy, my 84 5th Ave was getting 22 city 28 hwy (5.2l V-8, 113K), the Aries was getting on average 28-31 mpg, of course driving sensibly does help, I've been told I drive like an old man.
I had a 93 Shadow with a 2.2 non turbo, and a 3 speed auto. I think I remember getting 18mpg at best, the thing was terrible on gas. My 88' Bronco II V6 was much better on fuel. But the guy who bought it after me (actually we traded the car for the Bronco) said that the timing was way off, said the chain was messed so he replaced it, and apparently it ran much much better. I'd start with that, and some new plugs and wires, and air cleaner change (amazing what that can do) and go from there, also like rare aries said, use clean grade gasoline (supreme, etc) if anything it'll clean your engine and the cost usually equals out in the end anyways because it does improve mileage. I'd certainly buy another Shadow if I could find a V6 5spd in very good shape.
Yeah, I know. He Destroyed that car. I do like my neon, not nearly as fast, but reliable and gets 29 mpg or so. I almost bought a rust free 94 today, but $2,200 was a BIT MUCH in my opinion, since I got my last one for free. I tried for $1,500, but he wouldn't budge on price.
