Radiator fans not working

Default Radiator fans not working

I have an 01 dodge that I recently acquired, after I repaired the mechanical problems the car had and got it running well I discovered the cooling fans were not coming on and it was overheating. I did the standard troubleshooting on the relays and fuses, they are good. I unpluged the connector at the rad fan and found there was no voltage with the key on or off. Shouldn’t I have a constant hot wire at the connector?i went back to the relays and pulled them and checked for voltage in the relay sockets. I have voltage to the relays,so I installed known good relays and still have no power at the connector. I need help to figure this out
