the stock surge valve is technically a bov but in reality isn't really one, so no it's not going to make noise. you need to either get the rice plate or a real bov.

The Mopar "Blue Plate" with do the job for you, and should not be all that hard for you to do. I did mine myself, and I can hear it very well now! Price was about 25.00 off E-Bay for the Mopar part and the 3 bolts and the gasket...just be sure to follow the instructions!!!!

yeah, personally I enjoy the Mopar BOV conversion kit. If you let the dealership do it it'll cost you about $150 after installation, including parts.

yeah pretty easy with the right tools, and mine still isn't leaking. sounds way less ricey to me than some of the "real" blow off valves i've heard that sound like a loud chirp or squeak junk.
