I had flutter in the guage and tightened all connections and checked BOV (took off and checked gasget and such) and I am not sure if it was the BOV or one of the connections on hot side of turbo, but flutter in guage stopped and car is much more responsive...quicker. I should have checked connections first, test drove then messed with BOV to pinpoint which it was....live and learn....I did not get any noise with flutter like you and Sparks are experiencing....mine was just straight boost leak....might want to check the BOV (leak leak [:@] leaks!!!!!) and check/tighten all hoses assosiated with turbo/intercooler.....

the main reason that you'll hear flutter in positive boost is if the boost is too high and the turbo is spooling too fast. check leaks, connections, etc....

I found the problem. The green vacuum line going directly to the turbo has a rubber coupler connecting it that coupler was completely broke in half and the vacuum line was just hanging there. Thanks for all you help guys/gals. Flutter is completely gone now.
