You mean it came with one from the dealer? The thick blue plate? Or do you mean the silver stock unit? If, so, not too surprising, since it's a perfectly safe thing, don't cost much, dealer can feel safe putting it on. Not common to see, but not a shocker.

The SRT-4 comes with a BOV, but the Mopar Performance BOV is an add on that vents it outside into the atmosphere instead of back into the intake. If you have the Mopar BOV on it you would hear a big loud psssht sound almost every time you shift or rev it up and let off the gas.
