Launches
He's referring to a rev limiter that has 2 rev limts; a low one for launches and another higher one for the upper rpm limit, usually a microswitch set to be "made" in 1st gear or say when the clutch is on the floor, tells the box which limit it needs to be in. Then when the switch is released, it defaults to the higher rpm. That way, you can launch with your gas pedal to the floor and the engine "stuttering" at the preset low launch rpm, and when the switch is "un made or opened" you are already at full throttle. It's a way of using electronics to tune in consistency. Very important in bracket racing.
As far as launches with street tires, my best ones have been at rpm's scarcely higher than a regular street start. Like about 1500 then rolling into full throttle. Any more than about 17-18 hundred and it's all tire spin. (for me) I also usually do the 1-2 shift about 5500. The rest near redline. My car is very stock.
