They shouldn't be included but some dealer's have been "nice" enough to include them with the sale of thecar if you come back to them.
I wouldn't worry about shelling big money though to replace them. Replace the stock rotor's with the same & pick up a set of Hawk HPS pads. You wont regret it.

but slotted rotors will. anytime you have to replace something its an excuse to justify buying performance parts

wouldnt the flat rotors fade much sooner than slotted rotors under hard braking?
