It does around here. I bought a Dodge van from a "non" 5 star Dodge dealer and got totally ignored in my numerous attempts to get several items fixed while under warranty. I ended up taking the van back and "dumping" it on their lot with the keys inside.
The dealer who sold me my SRT-4 IS a 5 star dealer and the difference is like night and day. Their customer service has been excellent. The only "gripe" I've had is that they don't "deal" on their vehicles (but I knew that before I bought the car).
Let us know how it all goes......

Looks to me with you saying you smell a burning ordor that either a front or rear caliper is hanging up...but then you say when you press the brake it feels spongy then gets really hard...that i think is something with the vacum going to the brake booster...but then again you say the rear end locks up and hops around..all our cars do this they are notirous for it..and ABS makes it even worse..thats what causes the hop, the pulsating of the rear brake capilers..and out cars being so lite in the rear adds to that....back on subject that problem sounds like its the porporting valve..it makes sure you have a balanced brake application on all four wheels...with out it the rear brakes would lock up before the fronts and vice versa...i would have the dealer drain the fluid, complety evacuate the entire brake system, dissamble and clean all calipers and start from scratch...to me it sounds like there is trash, or something contaminating the brake fluid and has caused all your troubles.

- I agree, Casper - bad proportioning valve sounds right to me.
The big question is - Why can't 20 mechanics and a district service manager for dcx figure that out?
They are working on it finally, but are, imho, going about it in the wrong way. This is a brake problem and last time I checked, Brakes are pretty important to a drivers safety.[:@] Guess $ is more important to dcx. Well I have grown to expect this from car dealers in general.
Hopefully they can give me reason to recind the comment about dcx not caring.
