hi everyone, i actually have two issues i could use some help with.

i have a 1996 dodge caravan 2.4 82,000 miles.

issue one> failed inspection check engine light does not work at all.
does not come on when i first turn the key on.the other lights on cluster work.
it reads codes and in fact i have a code.(which is second issue).
things i have already done.
1) changed bulb still no light
2)changed cluster still no light.

we looked for a fuse on the box under dash and under hood but nothing indicates a check engine light.

can the check engine light be unplugged,where do i look for it to find out.
i will be glad to get any ideas.

issue two) code p1294 target idle not reached is coming up .
we replaced the egr valve and had a hose fixed....but the code still is there even though we have reset it a few times and drove around but still it runs rough when at a stop. we also cleaned the throttle body, when we cleaned the area it reved up which led us to the leak.
we unplugged the egr valve and when we did the van ran like a kitten plugged it back in and it ran like crap....this is a new valve.

i am desperate and at my wits ends and broke now lol.
and i need to pass inspection.

please help
