Default norcal noob could use some help

My 05 common rail won't start, turns on but doesn't turn over. It started doin this one day happend 3 times and I just poked at the fueses and started right up, the other day I turned it off and now its dead. I hot wired the starter to get it home.... I've tryed the Fueses, knock on the starter, checked the connections. I think it may be in the steering column or in the wiring. Any thoughts?

Do you know if you are battery voltage at the starter and ignition volts from the ignition switch to the starter?

I dont have a tester any more... But I did talk to dodge and said it sounded like the starter and relay, when the starter goes out it takes out the relay. and the dodge dealer in my town wants 955 dollars for the starter. Had the starter tested and it passed. So I'm gonna try the relay
