Lightbulb Emissions C02 Certificate

I have lived for 4 years in Qatar, country in which I bought a Dodge Durango 5.7 R/T car. I have returned to my country (Spain) and have imported the vehicle.
Apparently cars manufactured in the USA, have a label in the engine compartment with the VECI (Vehicle Emissions Control Information) in which the CO2 emission data appears, but in my case that label does not appear (I believe after a small accident in the workshop they removed the label).
To obtain the ecological qualification of the car I need to give Traffic Department the specification Euro qualification (Euro6) and the data g/Km emissions)
I was writing A LOT OF TIMES to Almana Motors (official dealer in Qatar) and Middle East Customers care in UAE asking for a official Dodge Certificate where appear the qualification EURO (In this case Euro6) and the VECI, concretely I'm interesting in the data g/Km emisions. They didn't send any document and they didn't give any answer.
I wrote to Europe (GER) and USA Dodge Customers Care, but they answer me that must be Dodge Middle East (UAE) who must do the certificated.
If I don't have this certificate I could not drive in my city (Barcelona - Spain) from 1st January between 7:00 am to 8:00 pm (ecological decision of the municipal authority).
Some member can help me and say me who can do this certificate.
Thank you !!!

The dodge dealership should be able to look up the label, and order one for you. May need to go and visit the parts department.....
