Default A/C issues with 04 Cummins

I am having an issue with my A/C system. It will blow cold while Im driving, then warm up a bit at a stop light. Now Ive seen alot of possible issues with it.
I know it has enuff freon and it was recharged properly....There is no condenser fan on it (its a diesel). Now I did have a new A/C line fabbed up because of the wheel and tire I have on the truck (it has airride suspension on 24 inch Sem i wheels.) and its not leaking at all. I insulated that line well because it is much closer to the turbo and exhaust manifold now...and when I feel that line it is cold. All my interior controls for the A/C work properly...from Defrost to the other vent selections. What could be causing this? Could it be the Fan Clutch relay? I saw a relay for that in the underhood fuse block. If it was bad, would there be a Check Engine light or throw a code if that relay was bad? I had a bad horn relay once and it did not throw a code...just blew the horn whenever it felt like it...LOL I hear the compressor kicking on when a press the "snowflake" button so I know thats working. Now the truck did sit up for a few years getting the suspension work done, could the condenser be clogged up in any way with dust and other contaminents when it was sitting? Maybe spray it with Simple Green and pressure wash it? If that will help, I'll do it. Im just about at my wits end with end and ANY help is appreciated!
