Default Small Problem (Fuel Pump) 88 RamChrgr

Hello to all of those who still own these trucks, I am at wits end and I would like to ask some advice before I reinvent the wheel. I have a 88 Ramcharger that I purchased through Military Sales new and this truck has ben the best spent money on any car I have ever owned. I take really good care of it and had the paint not failed a few years ago it would look actually nice. Here is my problem, this is a 318 w/ac D-100 2X4 truck with the Holley TPI and a fuel pump in the gas tank (36 gal opt). Around a month ago the fuel pump died on it and I was told to purchase the replacement parts but Dodge no longer made the entire unit. It has been relayed to me that this fuel pump also has a fuel modulator somehow that is used in conjuction with the fuel pump. I found the fuel pump located in Northern Lousiana and installed it a week ago. I was told by the Parts Mgr that if the modulator was defective the fuel pump would burn up in approx 4 - 8 days. Well 4 days later the fuel pump stopped working and I purchased a external fuel pump (Holley HLY-12-927) and I was going to install it today but I called Holley tech support to see if I could mount this pump where the fuel filter is located under the drivers side door. I was told no I could not and this fuel pump has to be mounted below the level of the tank to work properly. So I am waiting on a return authorisation from Summit Racing to return this external fuel pump.

My question is really easy, but the answer may not be as easy. What is this modulator everone is talking about and how do I by pass this thing so I can go with a generic either intank or out of tank fuel pump? There has to be at least a few people here who have already figured out a way to work around this issue. I just invested new rotors, pads, and a full tune up on this beast and its a kick in the rear that it is sitting outside and I am unable to use it.

Any ideas?
