Manifold Problems

Hello, I own a 2007 Dodge Caliber SXT with a 1.8L engine. I keep getting single code that my manifold is stuck open. I've replace the actuator and the code still came up, so removed the manifold to check to see if the flaps were stuck.
They were not stuck. They open and closed smoothly when i checked. Now I'm lost for how to solve the problem.
the only thing i noticed was that when i put the actuator on, once i rotate it into position, the valves were open.
So my question is, if the car is off with no power (battery disconnected) and i install a new actuator, should the valves be open or closed once the install is complete
