I am in need of new wheels.
Ones I am looking at say Painted.
Is this Bad/Good ?

Painted as opposed to chromed, or powder coated. Buy the ones you like the best.

It shouldn't be a concern if they say it's painted. What kind of rims are you looking at? 4wheelonline has a nice selection of truck rims for your Dodge Ram.
