From what i read on line you need a DBR-II to test voltage on the injector wire. My chilton manual didn't have any detailed info on that code.
"Turn ignition off. Disconnect injector No. 1 connector. Turn ignition on. Using DRB-II, actuate fuel system. Place DRB-II in voltmeter mode. Probe Dark Green/Orange wire in injector connector. If voltage is less than 10 volts, repair open Dark Green/Orange wire. If voltage is 10 volts or more, replace engine controller."

You may have a bad injector driver which is in the ecm. I don't remember if you can disconnect one injector at a time and try running at a higher rpm to see if that narrows it down. Also make sure you are getting vacuum to the map sensor (on the side of the throttle body). Hope this helps
