and yah the ctm is gone, im gonna call junk yard i took it to an maybe get lucky an they havnt got rid of it yet

Was the donor a 24v also? See if they will let you have the PCM too. You never know when you might need one of those...

Were both CTM's the same part number? There are two different flavors, and not sure they are mix and match..... CTM does indeed control the delay though. There is some good troubleshooting steps in the service manual. Do you have one? (download from here if you don't. 98 is good as it gets for ya, stuff changed in 2000, so, that one probably won't work.) Troubleshooting starts on page 8K-4.

Headlamp stuff is in 8L, including troubleshooting.

ctm wasn't same part number but it was the correct one if everything was power in the truck, i have a manual ill have to look thru it again. i tried to reset the system left the battery disconnected for 15 min an when i hooked it back up my right turn signal indicator is stuck on....an old problems with high beams an wipers still exist lol

You have a short somewhere. I would start with the wiring in the column, if you have tilt wheel. I think the harnesses there weren't *quite* long enough, and when the column gets tilted all the way, they get pulled.
