Default Whining sound when turning week slightly and when breaking?

Today my 1996 Avenger ES starting making an odd sound. im not sure how to describe it.. Kind of sounds like when your shutting an industrial metal door with metal hinges and metal frames. It only happens when i turn the steering weel slightly left or right when its straight. Also happens louder when im breaking.

I dont think its the power steering pump as from what i read that noise happens if u turn the weel all the way left or right. this only happens when im moving it slightly left or right when its going straight. The sound happens weather im driving or parked .

Just wondering if anyone knows what the problem is? Kinda hope it isnt an expensive fix and i just paid a whole wad of bills and cant afford to be spending much right now.

ok i passed by my local midas as the problem was getting quite annoying. The i showed him the problem and the manager and the mechanics both said they think its the "control arm". Now they didnt specify weather it was the upper, lower or both. I did some listening and its defintely coming from the front drivers side tire and not anywere else. he said the part alone would around $350+ labour.

Im going to take it to my mechanic tomorrow as its my day off. I know the avengers have control arm recall's on them.. but how would i go about getting that done here in Toronto canada. Im pretty sure the previous owner had it done many years ago.. as i remember him saying he got the ball joints replaced ( mabie in 1998 or 1999?) now weather it was his mechanic or the factory recall he got done is anyone's guess.

Anyone got any tips or advice on how i should go about getting this problem solved?.. Really dont want to spend to much right now as funding is tight enough as it is.

Is the recall only good in the states? For $350 to repair, how much would it cost you to drive south? I would call a Dodge dealer and give them your VIN and see if it is covered.

I have no clue if the recall is also valid here in Canada or not :S
Thats a 1800 number witch is an american number, and someone said something about them getting it done 3 times but not Canadians?

Ill try n call the number n see what happens.
