Default steering issue

Hey guys
Im having a little trouble with my power steering. I took my avenger out for a quick drive and when i came back the steering went out (hard to turn the wheel) i popped my hood and saw the belt was loose, got that back on but the steering is the same as before. I checked my power steering fluid, still clean and full. So im kind of lost as to what to do next.
Is there a way to test the pump itself or????

Still new to the avenger mechanical wise anyways

Somebody help.

Does it TURN , Look at the pump and watch with the motor running the Power Steering pump might be frozen/locked up and thats what derailed the belt

Should be turning fairly easy by hand

Checked it out yesterday, cant seem to get the belt to stay on whether i tighten the tensioner or loosen it up enough to turn by hand.
