maybe the water pump? (just throwing out the first idea that popped into my mind). It's kinda hard to give good advise on something we can't hear.

could be a vacuum leak somewhere, or intake leak

If its a bearing the whine will increase with engine speed you can also use a stethoscope to listen where the whine is coming from. Another possabily could be the oil pump drive gear is wearing out.

don't tear anything apart just yet. i've started my truck in -40c (-40f, the same) and i could hear a loud wine at idle but decreased at higher rpm. the cold tightened up the power steering pump belt and made it wine, once it was warmer it was ok. i would first check for proper tension on the belts, then check the power steering pump and water pump bearing. like fox said you should be able to locate a bad bearing with a stethoscope. if you don't have one then a long metal rod (3/16 will do) against your ear and the part you want to check will tell you.
i always check the cheap things first and work from there. you don't want to spend 500 bucks for a 5 dollar part (did it myself lots of times)

If I remember correctly there was a recall on the oil pump gear... I think they were prone to wearing out much too soon. I would start there.
