use this above as a reference, say im standing outside right fender and i pull it off toward direction of engine and the wires are going left, while im holding it and looking at it, is this the correct way to read the pin count as shown above???

when im checking for the 8 volt on pin 7 does the ignition key have to be on? is there a way for me to check the ground on pin 7? i just bought a multimeter

Let me make it easy...
Pin 1 is a Dark Green wire w/ red stripe
Pin 20 is a Dark Green wire
Pin 21 is a Black wire w/ red stripe
Pin 40 is a Brown wire w/ white stripe
Pin 41 is a Black wire w/ dark green stripe
Pin 60 is a yellow wire w/ black stripe

Pin 4 is a Black wire/ light blue stripe (THIS ONE IS GROUND)
Pin 7 is an orange wire (THIS ONE IS HOT, DO NOT GROUND)

Not only does the ignition have to be on, the 60 pin connector needs to be plugged in! Pin 3 supplies power to the pcm, so without that one plugged in, it can't put out power.

Grounds are easy to check. Set the multimeter to OHMS and see if there is continuity between pin 4 and any ground source in the truck... basically any metal without paint on it.

how am i gonna check the pins if its still plugged in?

and when u say ignition has to be on, just the on position or the truck turned on?

On position, truck not running.

Read my last post for pin location layout (I edited the post)

Get a thin paper clip and unfold it and stick it in where the wire goes.

ok the ground is good thru pin 4 but there is no volt reading thru pin 7...

what does this mean?

I guess try with the truck running as well. It's a voltage supply to more sensors than just the speed sensor, so if its bad, you'll have several of them not working.

I assume you have the red wire of the multimeter on pin 4 and the black on some ground?

Anyway, if it isn't working after you've tried some more tests, your computer could be fried. If thats the case, you should replace it with a mopar performance pcm and lose the jet chip (of course, lose the jet chip anyway).

well pin 6 is not puttin out 5 volts, pin 7 is not puttin out 8 volts with truck on....
