Yes those will help, but are not exactly what I'd consider a cheap mod. You need to buy the rocker arms and new valve cover gaskets, and then spend a lot of time installing them. Also, that would not be my personal mod of choice to start with. Keep in mind that the best idea is to do several modifications that will compliment each other. For example, don't mess with the intake unless you modify the exhaust too. And you won't see the same gains from those 1.7 RR with a factory intake, exhaust, and computer as you will with all those systems modified.
I know this isn't performance minded but ur tires affect MPG more than what people think. Proper air pressure and good rolling resistance will make a huge difference over under aired knobby tires anyday.
