91 Dakota Neutral Safety Switch
What do you mean by neutral safety switch? A park/neutral safety switch is used in autos, and a clutch pedal safety switch is used in manuals.
I know my '95 has a clutch pedal safety switch, but I'd like to say they weren't on the earlier models.

Look under the dash for a wire harness coming off of the master cylinder. It might be green.
It should look like this (but will be plugged in on the other end).

If it is there, there should also be a bypass harness. You can see the bypass harness on mine in the top left corner of the picture (green harness with yellow wires). It will look the same and have nothing currently plugged into it. You could try hooking it up to the bypass to see if it works.
