Default Loose mirror arm

How can I tighten a loose mirror arm that always wants to get out of position? I have swing away mirrors with a black cover close to the door .Can I remove the cover and then put the cover back on? I would show a picture but I do not know how to ad it here. The glass is electric but the arm is not. 94 Dakota SLT. Thanks

Thanks, but I'd probably break the clips on the door panel, and it's a little bit much for me.I guess there's no easy way to do it. I'm good at breaking things. I've lived with this a long time so I think I'll a little longer.
