You can try the Dodge dealerships around you. Generally speaking after 10 years parts become discontinued from OEM vendors, but sometimes you can get lucky.
If nothing else, coat that thing down with some penetrating oil like PB Blaster and work the latch by hand or open and close repeatedly. Most of the time the grease and oils inside dry up over time and that's all they need.
