telling a little more information, like the year would help. If its got a external regulator, I would take it off and have it tested at one of the parts places like auto zone.

Sorry, frustration took over. 1994 3.9 v6. Apparently charge voltage is handled by the ecm. Bit the bullit and bought one today. Won't arrive till tommorow. Don't trust used parts on electrical. I'll post results tommorow. Thanks for your input.

Check the ground from the battery both ends, and any other ground wires. Jesse1562 Could you post where you found a new ECM for the 94 3.9 please? I've found many references to Mopar Peformance ECM's (all seem to indicate they are "rebuilt"?!?!? how do you rebuild a unit that is not programmable?) but no sites I trusted. Mopar Performance site proper does not go back that far. Jegs and some others seem like some third party front who have paid to use the name.

Also, for future reference - the voltage regulator does not require replacing the ECU to fix. There are kits to use the older Chrysler external regulator on our trucks (and other Chryslers with the ECU-driven voltage regulators!)
