1996 Dakota fuel pump

I've got 12 at battery I have same truck same year for parts only single cab I'm driving cab n half so I switched harnesses rite at fire wall n still only 8.3 at pump plug

Check at the ASD; if it's failing, it might have excessive resistance.
Then check the wiring resistance between the ASD and the fuel pump.
Where are you measuring the 8.3V at?
And *broken record mode* Do you have the factory service manual for your truck? The Chrysler FSM? It's a lot easier to troubleshoot with proper wiring diagrams, and the Chrysler FSM will have a troubleshooting tree for you to use.

The manufacturer's manual, yes.
ASD - Auto Shut Down relay. It turns the pump off when the motor isn't running.
And which pins are you measuring at? You MIGHT be measuring the fuel float at 8.3V ...
But even more, if you're not bypassing the ASD, you may not get voltage to the pump when it's not running (since the ASD interrupts power to the pump and the coil(s) when the motor isn't running, hence the Auto Shut Down part.)
