Is the small wire from the neg cable at the battery terminal?
Mine broke off at the end where it should have a hoop or fork when I reattached the meg cable today and IDK where it was connected. I did notice that my fog lights now work though?? But that might be a coincidence not related.

 

The small wire on mine goes to the body right there at the battery, along with the ground wires I added for my horn and the return grounds for the coils for my relays for the head lights.

I'd ground it as close as you can to the body (inner fender).

Fixed it. With my magnifying specs on I could see it was attached right there where the alarm ground was.
