we replaced the ECM .it is an aftermarket ECM so not to happy about that. Was just thinking about the starter i replaced about 2 months ago and the teeth that where worn down a lot on it. would that mean that the teeth on the tone ring could be worn down as well? if so wouldn't that cause the issue i am having ?

Nope. No bearing on the tone ring. Flex plate where the tone ring is bolts to the torque converter which incorporates the flywheel
