93 Dakota won't kick over

93 dakota. I turn key and fuel pump goes on there is fuel getting to the motor but it likes like a safety switch is stopping it from fully starting. Do these have safety models. Please help Thank you

Does the starter crank the engine, and it just doesn't fire?
