What year do you have. It's a 1995 or earlier. On OBD I it's usually the speed sensor or circuit. Is your speedometer working?

I have a 1994 3.9l automatic, the speedometer isn't working and won't shift after 3rd gear. Originally thought it was the shift solenoid but that wasn't one of the error codes that had came up.

First three gears are purely hydraulically controlled. TCC and O/D should be controlled by the computer. If it doesn't know how fast you are going, you won't get O/D.
Your speed sensor should be on the tailshaft of the trans, (or, t-case, if you are 4x4) It's a gear driven signal generator. But, it seems the PCM isn't getting the signal.
