Default Coolant Temp Problem

My engine coolant gauge indicates that the temp is way too hot, it's all the way to the right. It then comes back into normal range, sometimes going up and down in temp. This is at city driving speeds. It does not do this when driving on the highway. It has not boiled over either. I have already put in a new thermostat with no change. What is my next step? Is there a sensor somewhere?
Thanks.
Chad.

There is a coolant temp sensor. On the 5.2L and 5.9L it is right by the thermostat on the left about a inch away.

At highway speeds you are pushing enough air to keep it cool. That is why it is okay then. If at city speeds you are all the way to the right, I'd get it taken care of right away. Running to hot is very bad long term ans something is obviously wrong.

Bad stat, low fluid, blockage, etc.

I would like to add that the heat is directly connected to the position of the temperature gauge. When the gauge is way to the right, my heat does not work, just cold air. As the gauge goes back to normal range, the heat works fine. Any other ideas?
Chad.

Have you tried replacing the thermostat?

I would check your fan clutch, fluids, if both of these check, it may be your water pump?
