Camber Angle Alignment Adjustment...

As part of my search for the reason why my D's (1999 5.9l 2WD) driver side front wheel always locks when braking, I had a wheel alignment check in a workshop that had a state of the art alignment machine - complete with wireless connections to the sensors clamped to the wheels...!! Not bad for Saudi...
It appears that the camber angle is out - makes sense since there is evidence of tyre wear on the outer side. Anyway the Haynes Manual suggests this can only be adjusted by loosening the upper control arm. Anybody done this, I would have thought that this was factory set...??
Also, for the record, my problem with front wheel lock was significantly improved by having the rear brakes serviced - including skimming the drums and replacing the shoes. Previous owner must have taken it down to the rivets... I'm going to replace the proportioning valve and brake lines as well just in case...

I would test it first before replacing the porportioning vale and lines. I have never done the adjustments before and would recomend having a shop do it for you.
