Its hard to turn, any ideas?
first off the 4wd has nothing to do with this turning issue. you are going to need 2 people for this. open the hood have another person start the d and turn the wheel left to right, the other person will need to look at the powersteering pump to see if the pulley is still turning while they are turning the wheel.. if the pulley looks like it slows down or comes to a complete stop you need to replace the tensioner and the belt. fyi if this d has a 4.7 you will have a plastic powerstering pulley and it will not squeal.

and it is not four wheel drive
other than that, it may be possible your rack and pinion may be fried and needs replacement. I had mine changed due to something being loose back when it was under warranty and boy, I can feel the difference on steering night and day.

what is this actually, would i be able to replace it myself?
would i be able to check to see if it is broke before i try and replace it?

could also be that the trans case has a problem.. yank out the front driveshaft and take it for a spin... pop it into 4H and see how it does... I just swapped out a bad t-case because the previous owner put an oversized spare on which awd setups dont like for long.

what can i try next
If you dont have a four wheel drive you cant do what he said--no front driveshaft to remove.
Also duranged said to look at the pump pulley not the steering shaft which most likely is the "metal bar" you speak of
