Check for any codes. Sounds like a governor pressure solenoid and or sensor issue.

I have also have a 98 durango 5.2 4X4 with the exact symptoms so I'm following this thread. My trans. fluid level is good and doesn't appear to have gone bad. Shopping for a manual as well.
