How can I check if it is a bad circuit???

The circuit sounds fine. Something in the circuit is bad. Usually it is a dead spot on the TPS that causes this problem and I really think you just got your hands on a bad one. Take the new one back and exchange it just so you can avoid throwing parts at it.

if it does it on hills with cruise control
then it sounds like the tcc is unlocking
due to the PCM computer telling it to,

i am not sure about a model yr 2000
but the key on/key off/key on
trick may let you see your codes
perhaps in the digital trip odo readout
or perhaps with a blinking Check Engine light
... have you done that or had the codes read at an auto store?

Ok, the good news---I figured out what was wrong...

The bad news----and I do feel like an idiot about this ..... I put the replacement TPS in upside down...lol....switched it around and voa la----works great!
